while the tuner (which is what i need to use it with) says this and refuses to open it

Its not packed that i kno of, tho i could be wrong and i kno its not damaged, It runs beautifully its just some miss translations that irks me and i want to fix them.

I kno its in the exe itself, i have a err pre official release of the file where users took it upon themselves to translate it to english. (that copy is just collectiong digital dust since it is now illegal) and i can easily edit it at will with the tuner. But this legal copy has that error to it and i cant save it with pe either. Could this be a bug or is the company really protecting their program? (the dlls open fine)

Most likely, it is protected with a commmercial protector, perhaps one of those three - Armadillo, ASProtect, ExeCryptor. This is not viewed as a bug. We are not going to defeat the security attempts of other software authors. Resource Tuner and PE Explorer unpack only files compressed with UPX.
