Does PE Explorer include Resource Tuner?

Does PE Explorer include Resource Tuner, or is Resource Tuner a separate package I also need to get in order to modify resources?

Say I have file UsrBmp32.dll which contains bitmap images, and I want to change a bitmap image. Can I do that with PE Explorer or do I need to also get Resource Tuner?

PE Explorer includes Resource Tuner.

Resource Tuner is a PE Explorer spin-off product that is used solely to edit resources in Windows programs. If you have PE Explorer, you don't need Resource Tuner.
